Ruth D. Fisher

Ruth Fisher, PhD, is a researcher and analyst. She enjoys figuring out how products, processes, and people interact to create outcomes. When outcomes are not as good as they might be, she figures out how to change the products and/or processes to generate better outcomes.

Dr. Fisher has worked with several technology start-up companies. For one company she designed a system to collect and track medication use information from patients. She used that information to create incentives for those patients to take their medications. For another company she designed a method to collect information from various sources of energy (e.g., cars, ships, power plants) and use that information to quantify and value pollutant emissions from those sources. For another start-up company, she designed analyses for aggregating, synthesizing, and summarizing large amounts information on technologies and technology developers. The information she generated was used to match potential technology buyers and sellers.

Previous to founding Quantaa, Dr. Fisher worked with two economic consulting firms, Putnam, Hayes & Bartlett, Inc. (later PHB-Hagler Bailley, Inc.) and Charles River Associates, Inc. During that time she estimated damages associated with infringement of intellectual property, licensing disputes, and breaches of contract. She also analyzed market power potential for electric utilities proposing to merge. Her clients included, among others, Amgen (Ortho Pharmaceutical v. Amgen), Emory University (Emory University v. Glaxo Wellcome), Qualcomm (BTG v. Qualcomm, Ericsson v. Qualcomm), American Airlines (DOJ v. American Airlines), and Union Pacific Railroad (Entergy Arkansas v. Union Pacific Railroad).

Dr. Fisher is author of Winning the Hardware-Software Game: Using Game Theory to Optimize the Pace of New Technology Adoption. She holds a B.A. in Mathematics from the University of Pennsylvania and a Ph.D. in Economics from the University of Chicago.
